The issue is increasingly important due to the rapid development of new communication technology. As innovators continue to create new ways for people to share information, many people are now arguing over the issue of censorship.
Pros and Cons of the Internet Censorship Debate
For the proponents of censorship, restricting the access of information is something that can provide benefits to society. By censoring pornography on the internet, children are less likely to encounter it. By censoring certain types of images and videos, society can prevent offensive or vulgar material from offending those that it targets. For example, some would argue that society should censor material that is insulting to a particular religion in order to maintain societal harmony. In this way, censorship is viewed as a way to protect society as a whole or certain segments of society from material that is seen as offensive or damaging.
Some argue that censorship is necessary to preserve national security. Without using any kind of censorship, they argue that it is impossible to maintain the secrecy of information necessary for protecting the nation. For this purpose, censorship protects a state's military or security secrets from its enemies who can use that information against the state.
Those who are against censorship argue that the practice limits the freedoms of speech, the press and expression and that these limitations are ultimately a detriment to society. By preventing free access to information, it is argued that society is fostering ignorance in its citizens. Through this ignorance, citizens are more easily controlled by special interest groups, and groups that are able to take power are able to use censorship to maintain themselves. Additionally, they argue that censorship limits a society's ability to advance in its understanding of the world.
Another main issue for those who are against censorship is a history of censorship abuse. Those who argue against censorship can point to a number of examples of dictators who used censorship to create flattering yet untrue images of themselves for the purpose of maintaining control over a society. They argue that people should control the government instead of the government controlling its people.

The main issues of the Brazilian port system
Since the beginning of the privatization of the Brazilian ports in 1995, the lessee companies of container terminals have invested approximately USD 1 billion acquisition of modern equipment, physical infrastructure, training of manpower and infrastructure.
Particularly after the injection of resources by the Federal Government through the Growth Acceleration Program (PAC), the situation at the Brazilian ports started to improve.

The Naval Nuclear Propulsion Program (NNPP) started in 1948. The Program has investigated many different fuel systems and reactor design features, and has designed, built, and operated over thirty different reactor designs in over twenty plant types to employ the most promising of these developments in practical applications. Improvements in naval reactor design have allowed increased power and energy to keep pace with the operational requirements of the modern nuclear fleet, while maintaining a conservative design approach that ensures reliability and safety to the crew, the public, and the environment. As just one example of the progress that has been made, the earliest reactor core designs in the NAUTILUS required refueling after about two years while modern reactor cores can last the life of a submarine, or over thirty years without refueling. These improvements have been the result of prudent, conservative engineering, backed by analysis, testing, and prototyping. The NNPP was also a pioneer in developing basic technologies and transferring technology to the civilian nuclear electric power industry. For example, the Program demonstrated the feasibility of commercial nuclear power generation in this country by designing, constructing and operating the Shipping port Atomic Power Station in Pennsylvania and showing the feasibility of a thorium-based breeder reactor.

1 After two years and seven months of struggles, negotiations and intense lobbying, the House of Representatives approved late on Tuesday (25) the main text in the Civil Right Framework for the Internet. The text now goes for Senate approval.
2 The proposal is like a Constitution, with established principles, guarantees, rights and duties in the web. Deputies removed all suggested changes.
3 The Civil Right Framework for the Internet became controversial because of contrary interests from the
government, telecommunications companies, Internet sites, Federal Police and Public Ministry, in addition to consumer protection entities.
4 With so many fronts involved and far from a consensus, the issue blocked the vote and other proposals at the House of Representatives for five months.
5 In recent weeks, the government gave in when it came to the priority points and negotiated positions, releasing funds for works sponsored by Congressmen in the budget in an attempt to empty the huge number of allies in the House and move forward with the discussion at hand, considered vital to strengthen Dilma Rousseff discourse against espionage.

16 The government will work to accelerate the vote on the proposal in the Senate since the project is vital to strengthen Dilma Rousseff discourse against espionage. In April, Brazil will host the international conference on Internet governance, and the government wants to introduce the new law during the event.

Brazil is also expanding the number of countries with which it trades. From January to September of 2008 Brazil exported to 224 countries and imported from 109. While Brazilian exports still include a strong element of commodities (petroleum, iron ore, soy, grains, coffee and sugar as well as newcomers such as ethanol and bio-diesel) they now also include high-value- added items such as airplanes, vehicles, engines, auto parts, processed meat and steel products.
