UN and Multilingualism
An essential factor in harmonious communication
among peoples and an enabler of multilateral diplomacy, multilingualism is of particular importance to
the United Nations. By promoting dialogue, tolerance
and understanding, multilingualism ensures effective
participation of all in the Organization’s work, as well
as greater transparency and efficiencies and better
outcomes.
Arabic, Chinese, English, French, Russian and Spanish
are the six official languages of the United Nations;
English and French being the working languages of
the United Nations Secretariat.
Parity among the six official languages has been an
ongoing concern of the Secretary-General. The use
of all the official languages, on an equal footing, is
actively promoted to guarantee that all stakeholders
can participate in the work of the United Nations.
To ensure that the goals and actions of the UN are
understood by the widest possible public, non-official
languages are also in use at the UN on a daily basis. To
achieve these objectives, the UN Secretariat promotes an organizational culture in its ranks that values
and nurtures multilingualism throughout the human
resources continuum.

Life with the ‘ugliest’ dog-turned Hollywood star
The transformation of Britain’s “ugliest” dog into a Hollywood star has been unexpected and “surreal”, her owner has said.
Peggy is appearing alongside Ryan Reynolds and Hugh Jackman in the latest Marvel superhero film, Deadpool & Wolverine.
The five-year-old pugese – a pug and Chinese crested cross – was cast as “Dogpool” after finding fame last year when she was crowned the ugliest pooch in a national contest.
Recalling the past 18 months, Peggy’s owner Holly Middleton, from East Yorkshire, said: “Not in my wildest dreams did I
think anything like that would have ever happened”.
“When we submitted her picture [to the ugly dog competition], I didn’t think it would get to the heights it did,” she added.
“I didn’t think that’d be as big a deal as it was.”
However, despite amassing “a massive fan base”, Mrs Middleton said Peggy was not displaying any “diva behaviour” at home.
On the contrary, the usually “reserved and lazy” pugese had gained “a bit more confidence” from the trainer who was tasked with looking after her during production of Deadpool & Wolverine.
“She’s still just plain old Peg”, said Mrs Middleton.
The 37-year-old make-up artist said the family had missed Peggy when she was away filming.
“It was really, really strange not to have her here”, her owner said. “I’ve got two boys and they missed her terribly.
“We didn’t tell them where she was. Everything had to be kept quiet.
“I’m glad she’s back. We missed her.”
Watching Peggy making her debut at a premiere in New York and being held on the red carpet by Hollywood A-listers was
“surreal”, Mrs Middleton said.
“I loved it. Peggy looked really comfortable the entire time, as probably most people would being cuddled by Ryan Reynolds.
“They seem to really, really love her and they’re so gentle with her, and you can see... they’re giving her kisses and giving
her little rubs on her head.
“I just loved every second of it. I loved seeing her up there doing her thing.
“She just looked so chilled and so happy.”
Mrs Middleton said there were no plans at present for future film roles and Peggy was content with chilling at home.
“First and foremost, she is a family pet”, she added. “There’s nothing she likes more than either cuddling with us on the
couch, or snuggling in her bed.”
Despite Peggy’s global recognition, Mrs Middleton said she was “the same as every other dog that gets walked in the
village” – though she “absolutely loves” attention and had become accustomed to turning people’s heads.
“When I read comments online, they’re all very positive and very much in favour of Peggy, saying how beautiful she is.
“Before all of this, just the way she looks she would get attention, but it was usually people sort of nudging each other and
whispering, ‘Oh, what’s wrong with that dog’.
“So since everything’s happened, the public perception of Peggy, and whether she’s beautiful, ugly, or whatever has definitely changed for the better.”

Text I: 'Quiet quitting' isn't really quitting
Clocking out at 5 p.m. on the dot, only doing your assigned
daily tasks, limiting chats with colleagues and not working
overtime. These are the distinctive features of "quiet quitting," a
term coined to describe how people are approaching their jobs
and professional lives differently to manage burnout.
The phrase, which isn't actually intended to lead to a
resignation, exploded into the popular lexicon in 2022 when a
TikTok video went viral. The creator, Zaid Khan, said in the video
"I recently learned about this term 'quiet quitting,' where you're not
outright quitting your job, but you're quitting the idea of going
above and beyond." Nonetheless, “quiet quitting” is a misnomer,
at least according to Karen K. Ho, a freelance business and
culture reporter. She said that the term doesn't account for the fact
that people are watching their grocery bills, fuel costs and housing
prices go up, often without so much as a salary increase. "You're
literally stagnating as a result of not earning more, not being
promoted – and that's why a lot of people are leaving jobs," she
completed.
While the words "quiet quitting" are loaded, evoking images
of a slacker or ne'er-do-well for some, others say that the
approach frees up time to spend with family and friends or to take
care of oneself. In short, it's a renewed commitment to life beyond
the workplace. On the other hand, the term “quiet quitting” has
also received criticism, even from those who generally favor the
idea behind it.
However, while the term "quiet quitting" may be a
new invention, the mentality behind it is not. The phrase "work to
rule," for example, describes a labor action in which employees
strictly perform the work laid out in their contract, without taking on
additional work. In 2020, the COVID-19 pandemic triggered a
major economic movement, The Great Resignation, which saw
people leaving their jobs or switching professions in droves, as
they re-evaluated their relationship with work during a lifechanging health crisis.
A May 2022 survey by RBC Insurance suggested that more
than one-third of recently retired Canadians aged 55-75 had
retired sooner than they planned. Another third decided to retire
sooner because of the pandemic. Moreover, Statistics Canada
reported that the third quarter of 2021 saw a 60% increase in job
vacancies compared to pre-pandemic levels in the country.
Both Quiet Quitting and The Great Resignation indicate a
marked cultural shift from the early and mid-2010s when "hustle
culture" paved the way to "grinding" and "girl-bossing" – two ideas
that prioritized work over everything else, with the belief that such
effort made employees more desirable to managers, therefore
helping them climb up the corporate ladder faster and
generating more income.
In addition, it is important to highlight that employees have
been re-evaluating how much time they spend commuting,
working overtime and generally investing in low-pay, low-reward
jobs. It seems they have realized that they work in systems where
they are constantly immersed in a hustle culture – which has been
repeatedly shown to be only beneficial for corporations and their
managers, through bonuses, through increased productivity,
through increased revenue and profits and the like.
Furthermore, some employees are advocating for policies,
benefits and working conditions that strengthen work-life balance.
But critics say it doesn't work as well as it should, with a glaring
loophole that allows employers to take advantage by vaguely
wording their policies.

order to give consumers the most convenience. Nowadays, it is possible to walk into a shop and buy a nicely packaged piece of
meat at a cheap price. It is easy to forget that behind every piece of meat is a life that has come to an end.

Indigenous languages appear to be disappearing at a
concerning rate around the world. Current data indicates that at
least 43% of the world’s spoken languages are being forgotten,
with indigenous languages making a significant part. According
to ONIC (National Indigenous Organization of Colombia), there
are 65 indigenous languages in the country. Nearly one-third of
them are at a critical risk of disappearing — and only three of
them, including Nasa Yuwe, are spoken by more than
50,000 people. This is the reality that Juan Pablo Camayo seeks
to change.
Two years ago, in Caldono, Colombia, Juan Pablo and
other neighbours started a communications network that enabled
them to provide Internet access to remote rural areas and
disseminate content in their mother tongue. That’s how Jxa’h
Wejxia Casil — “Wind’s Net” in Nasa Yuwe — came to be.
Currently, Jxa’h Wejxia Casil has about 200 families
subscribed to their Internet service and provides a tool that allows
communities to preserve the use of their language. With support
from other project partners, Juan Pablo leveraged this new
communication tool to produce and disseminate original
communication materials in Nasa Yuwe.

Responsible state fiscal policy requires more than just balancing the current year’s budget. It must also include ensuring that the budget is on a sustainable path. One key strategy for changing this short-term focus is for states to use long-term budget assessments and budget stress tests to regularly measure risks, anticipate potential shortfalls, and identify ways to address impending challenges. Long-term budget assessments project revenue and spending several years into the future, and stress tests estimate the size of temporary budget shortfalls that would result from recessions or other economic events and gauge whether states are prepared for these events.
