Hard Lesson in Sleep for Teenagers

Few Americans these days get the hours of sleep optimal for their age, but experts agree that teenagers are more likely to fall short than anyone else.
Researchers report that the average adolescent needs eight and a half to nine and a half hours of sleep each night. However, in a poll taken in 2006 by the National Sleep Foundation, less than 20 percent reported getting that much rest on school nights. With the profusion of personal electronics, the current percentage is believed to be even worse. A study in Fairfax, Va., found that only 6 percent of children in the 10th grade and only 3 percent in the 12th grade get the recommended amount of sleep. Two in three teens were found to be severely sleep-deprived, losing two or more hours of sleep every night. The causes can be biological, behavioral or environmental. The effect on the well-being of adolescents — on their health and academic potential — can be profound.
Insufficient sleep in adolescence increases the risks of high blood pressure and heart disease, Type 2 diabetes and obesity, said Dr. Owens, pediatric sleep specialist at Children's National Health System in Washington. Sleeplessness is also linked to risk-taking behavior, depression, suicidal ideation and car accidents. Insufficient sleep also impairs judgment, decision-making skills and the ability to curb impulses, which are "in a critical stage of development in adolescence," Dr. Owens said. With the current intense concern about raising academic achievement, it is worth noting that a study by Kyla Wahlstrom of 9,000 students in eight Minnesota public high schools showed that starting school a half-hour later resulted in an hour's more sleep a night and an increase in the students' grade point averages and standardized test scores.
When children reach puberty, a shift in circadian rhythm makes it harder for them to fall asleep early enough to get the requisite number of hours and still make it to school on time. A teenager’s sleep-wake cycle can shift as much as two hours, making it difficult to fall asleep before 11 p.m. If school starts at 8 or 8:30, it is not possible to get enough sleep. Based on biological sleep needs, a teenager who goes to sleep at 11 p.m, should be getting up around 8 a.m.
Adding to the adolescent shift in circadian rhythm are myriad electronic distractions that cut further into sleep time, like smartphones, iPods, computers and televisions. A stream of text messages, tweets, and postings on Facebook and Instagram keep many awake long into the night.
Parents should consider instituting an electronic curfew and perhaps even forbid sleep-distracting devices in the bedroom, Dr . Owens said. Beyond the bedroom, many teenagers lead overscheduled lives that can lead to short nights.
Also at risk are many teenagers from low-income and minority families, where overcrowding, excessive noise and safety concerns can make it difficult to get enough restful sleep, the academy statement said. Trying to compensate for sleep deprivation on weekends can further compromise an adolescent's sleep-wake cycle by inducing permanent jet lag. Sleeping late on weekends shifts their internal clock, making it even harder to get to sleep Sunday night and wake up on time for school Monday morning.

Water: Unclogging the finance
How to improve water systems is one challenge; financing them is another. Public authorities in most countries play the main role in implementing and funding water infrastructure, but it is a model that is under increasing pressure, with government budgets and banks still prudent about issuing credit.
There is no generic funding model that can be applied to every need; the sheer diversity of water infrastructures and sources of financing to be identified, scanned and tapped in line with particular investment types and needs.
There may be small-scale projects initiated by local entrepreneurs, or large infrastructures that serve multiple, such as energy and heavy manufacturing. Some investments may involve green ecosystems to supply, store or filter water.
Not only will these infrastructures have different financing needs, but will access funds in different ways, for instance through capital markets, loans, funds, public expenditures, etc.
Take large dams and large reservoirs. These are costly, long-term affairs. The Three Gorges Dam project in China, for instance, could cost over US$22 billion, according to government, including construction, relocation of residents and financing costs.
Moreover, cost recovery is not expected to occur for 10 years after full operation starts. Drivers who continue to use their smartphones while driving are not only distracted when they call and text. Apart from calling and texting, drivers are also browsing the Internet, tweeting, video chatting, taking selfies and sending email with their devices, according to a study by AT&T.
The research was conducted as part of the carrier's "It Can Wait" campaign launched in 2010. It hopes to increase awareness of the dangers posed by using smartphones while one is behind the wheel. The study polled 2,067 U.S. residents ages 16-65 who use their smartphone and drive once or more per day.
Seventy percent of those surveyed admit they use their smartphones for a number of activities while they are driving: 61 percent say they text and 33 percent send email while they are behind the wheel. Posting or interacting on social media is also one of the most common activities that drivers engage in. Using Facebook ranks first on the list, with 27 percent of drivers logging in while driving. Other social media channels that keep drivers "multitasking" include Instagram and Twitter (14 percent) and Snapchat (11 percent).
The results also show that there is a deeper problem involved when people use social media while driving. Among those surveyed, 22 percent blame their addiction to social media.
Other revelations show 62 percent keep their smartphones within easy reach, and that 30 percent of those who post to Twitter while driving do it "all the time". Drivers also don't seem to run out of other activities using their smartphones since most apps are now easily accessed with just a simple tap. Because of this, 28 percent of drivers browse the web; 17 percent take selfies (or groupies); and 10 percent video chat.
"One in 10 say they do video chat while driving", said Lori Lee, AT&T's senior VP for global marketing. "I don't even have words for that". AT&T plans to expand the "It Can Wait" campaign in order to add more focus on the topic of texting while driving by including other driving distractions that result from using the smartphones. "When we launched 'It Can Wait' five years ago, we pleaded with people to realize that no text is worth a life", said Lee. "The same applies to other smartphone activities that people are doing while driving. For the sake of you and those around you, please keep your eyes on the road, not on your phone". AT&T will also launch a nationwide virtual reality tour in summer in order to spread the word that driving and using a smartphone don't and will never mix.
