      During the last century water infrastructure projects involving large dams played a major role in the socio-economic transformation of many countries. At the same time, in a significant number of cases the benefits were not shared equitably, and the negative impacts on the environmental and sociocultural structures were excessive. In some cases their economic performance was questionable. Diverging views have arisen on the merits and demerits of dams, the roles they play, and their alternatives in providing water and energy services. However, recognition that such roles are complementary rather than mutually exclusive has been growing as the dam debate has moved forward.

      It is envisaged that, as part of the global effort to improve water and energy supplies, more dams will be constructed, especially in developing countries, alongside other diverse alternatives. There will, consequently, be a need to enhance the benefits of dams and avoid many of their drawbacks by applying better decision-making processes within the overall framework of sustainability. There are complex issues around the planning and management of dams in the context of sustainable development which will need to be adequately considered and addressed to achieve sustainable outcomes.

      Dealing with the environmental and social challenges within the context of meeting water and energy needs is at the heart of the sustainability of projects involving dams. Dams are one of the options, structural or non-structural, available to meet specific water or energy needs. In many cases water and energy services are best provided through a mix of options. Each case is different. A decision to build a dam should emerge after a comprehensive assessment of the full range of available options, giving appropriate consideration to all aspects of sustainability.

Teaching Reading Strategies


No matter what we are reading there are effective reading strategies we call on in order to make meaning from the text. Many of these strategies can be taught with comics and graphic novels. The ones highlighted below are particularly important when reading graphic texts.


Drawing Inferences


In comics and graphic novels, perhaps more than any other text, readers must build understanding by filling in gaps. A whole world of information is left in the gutter between the panels. The comic artist expects the reader to infer the action that takes place off the page. The more complex and sophisticated the comic, the more important this strategy becomes. If the reader is not making inferences, he is lost. Understanding this strategy and using it effectively will help students read ’between the lines’ in more traditional print narratives.


Visualization


Students who struggle with reading may not understand what should be going on in the reader’s imagination during reading. With comics and other visual texts, the images are there for the reader. Through comics students can be taught how to create their own mental images when reading more traditional texts.

It is important that students understand the visual cues that are provided in the text. Although the words and images work together to tell the story, comics are primarily visual narratives. Therefore readers must draw on and integrate some important background knowledge and understandings about visual texts, comic elements and narrative structures in order to make meaning. The more knowledge readers have about the way visual texts work, the more successful they are likely to be.

The Amazon Forest


The Amazon is often called the lungs of the earth and produces 20% of the world’s oxygen. For this reason, many people are trying to stop deforestation in the rainforest. Brazil, for example, is working hard to help the rainforest survive.


A few years ago, the Brazilian government put forward a plan called ARPA (Amazon Region Protected Areas). It had the support of many international agencies, including the World Bank, and the German Development Bank, KfW. The main aim was to build new areas of protected rainforest, maintain areas of the rainforest that hadn’t yet been destroyed, and stop deforestation. Deforestation contributes greatly to global warming because carbon dioxide is released into the atmosphere when trees get cut down and burned.


One of the first areas to be recognized as part of ARPA was the Tumucumaque Mountains National Park. It is 38,800 km2 and is the same size as Switzerland, a small country in Central Europe. It’s the world’s largest protected tropical national park, and the second largest national park. It is home to certain species of jaguar, eagle, and lizard, which can only survive in the rainforest. Many of these species are under threat from climate change and deforestation.


In order to work in the park, conservationists need a reliable map. However, no map existed, and they didn’t have enough knowledge to make one on their own. They came up with the idea of involving local tribes to help them, combining modern and ancient methods to produce a map. The tribes learned to use global positioning system handsets (GPS), in conjunction with their local knowledge of the area, which included fishing and hunting grounds, and places of historical or mythical importance. Aerial photos were a 20useful aid in the process as well. This method of map-making is now the key to the future of rainforests, in Brazil and the rest of the world too.
