Q3094733 Estatuto da Pessoa com Deficiência - Lei nº 13.146 de 2015
A Lei Brasileira de Inclusão da Pessoa com Deficiência (Estatuto da Pessoa com Deficiência) - Lei nº 13.146, de 6 de julho de 2015, é destinada a assegurar e a promover, em condições de igualdade, o exercício dos direitos e das liberdades fundamentais por pessoa com deficiência, visando à sua inclusão social e cidadania.
No artigo 2º da referida lei, considera-se pessoa com deficiência aquela que tem impedimento de longo prazo de natureza física, mental, intelectual ou sensorial, o qual, em interação com uma ou mais barreiras, pode obstruir sua participação plena e efetiva na sociedade em igualdade de condições com as demais pessoas.
§ 1º A avaliação da deficiência, quando necessária, será biopsicossocial, realizada por equipe multiprofissional e interdisciplinar e considerará:

1. Os impedimentos nas funções e nas estruturas do corpo.
2. Os fatores socioambientais, psicológicos e pessoais.
3. A limitação no desempenho de atividades.
4. A restrição de participação. 5. Os elementos capacitistas.

Um problema dessa tática é que nossa memória não dá conta de lembrar de um símbolo diferente para cada quantidade. A solução é subdividir as quantidades grandes em quantidades menores.

Geralmente agrupamos quantidades de dez em dez. É uma imposição do nosso sistema numérico, que tem dez algarismos: 0, 1, 2, 3, 4, 5, 6, 7, 8 e 9. Para representar quantidades maiores que nove, começamos a repeti-los: 10, 11, 12… Assim, retratamos qualquer valor como pacotinhos de dez. O número 40, por exemplo, consiste em quatro dezenas. Por isso, esse sistema é chamado de decimal, ou de base 10.

Poderíamos agrupar os números em pacotes de 6 ou de 8. Mas escolhemos o 10 por um acaso biológico: com exceção dos 0,01% polidáctilos que existem no mundo, nascemos com 10 dedos nas mãos. Isso facilita a visualização de quantidades, principalmente quando estamos aprendendo a contar. Não é ......... toa que as palavras “dígito” e “digital” são tão parecidas: ambas derivam do latim digitus, que significa “dedo”. Se fôssemos personagens de desenho animado, com apenas 4 dedos em cada mão, provavelmente contaríamos de 8 em 8.

Ao longo da História, civilizações diferentes usaram outras bases numéricas. Os maias e astecas contavam de 20 em 20, provavelmente usando os dedos das mãos e dos pés. Já os babilônios e sumérios utilizavam um sistema de base 60, ou sexagesimal.
