População feminina em situação de prisão no Brasil triplica em menos de 10 anos
Hoje, a população feminina em situação de prisão no Brasil é formada por 27.762 mulheres, o que corresponde a 6,3% da população carcerária total de 440.013 pessoas presas no País. Em 2003, eram registradas mais de 9 mil detentas.
Crescimento da população feminina e da violação dos direitos humanos das mulheres em situação de prisão. Essa foi uma das constatações em comum apresentadas por representantes governamentais e da sociedade civil de Brasil, Argentina e Paraguai durante o seminário “Mulheres em Situação de Prisão: Diagnósticos e desafios na implementação de políticas integradas no âmbito do Mercosul”, evento que se encerra hoje (28/10), em Brasília.
“Até na mais terrível situação que é a perda da liberdade, homens e mulheres são desiguais”, disse a ministra Nilcéa Freire, da Secretaria Especial de Políticas para as Mulheres (SPM) ao inaugurar o seminário, ontem (27/10) à tarde. Para a ministra, a desigualdade se manifesta de muitas formas como “na negação dos direitos sexuais e reprodutivos e às visitas íntimas”.
Para Nilcéa Freire, um grande momento para visibilizar a situação das mulheres em situação de prisão no Brasil será a realização do Mutirão de Revisão Processual, que será lançado na próxima semana, em 3 de novembro, em São Paulo. “Esse vai ser um passo importante, vamos mostrar para a sociedade o abandono das famílias, da advocacia e o comprometimento da vida de mulheres que poderiam estar em outro regime”, acrescentou a ministra da SPM.
A ministra Ana Cabral, diretora do Departamento de Direitos Humanos e Temas Sociais do Ministério de Relações Exteriores, considerou que “a questão das mulheres em situação de prisão precisa ganhar mais visibilidade” para pressionar as autoridades a criarem políticas públicas e combaterem as causas que levam as mulheres ao mundo do crime.

“Em menos de 10 anos, a população carcerária feminina triplicou. Eram pouco mais de 9 mil detentas. Hoje são 27.762 mulheres em situação de prisão. Passou de menos de 3% para 6,03%”, apontou André Luiz de Almeida e Cunha, diretor de Políticas Penitenciárias, do Ministério da Justiça. Na abertura do seminário, Cunha informou que as mulheres chegam às prisões por causa de um fenômeno social. “Quase metade das mulheres está presa por causa do tráfico de drogas. Boa parte por conta do tráfico passivo”. Ao comentar essa realidade, Cunha enfatizou que a situação das mulheres é muito diferente da dos homens. “A mulher carcerária é muito mais fragilizada, ela é abandonada pelo homem logo nos primeiros dias ou meses de cárcere. Já os homens presos são acompanhados por suas companheiras até o último dia da pena”, afirmou Cunha. O diretor de Políticas Penitenciárias do Ministério da Justiça classificou “essa área” como muito “difícil para a gestão pública” e pontuou: “O Depen quer reverter esse quadro. Começamos pela transparência do diagnóstico”.

Hoje, a população feminina em situação de prisão no Brasil é formada por 27.762 mulheres, o que corresponde a 6,3% da população carcerária total de 440.013 pessoas presas no País. O delito criminoso mais cometido pelas mulheres é o tráfico de drogas, causa de 43,75% das prisões. A maioria das mulheres está em regime fechado (47,37%), seguido pelo semi-aberto (35,40) e provisório (17,09%). Está na faixa de 18 a 24 anos (27,15) e de 25 a 29 anos (24,35). São elas pardas (44,07%), brancas (37,88%) e negras (16,41%).
Entre as estrangeiras, as bolivianas (22,7%) aparecem em primeiro lugar, sendo seguidas pelas sul-africanas (17,17%). Dados do Departamento Penitenciário Nacional (Depen) também indicam que 2% das mulheres em situação de prisão no Brasil estão grávidas ou em período de lactação. A cobertura do sistema penitenciário no País possui 58 estabelecimentos prisionais femininos e 450 com espaços reservados para as mulheres.
