The use of high-stakes language tests

         English’s rise as an international language has been accompanied by an increase in emphasis on English language education in traditionally EFL setting. Learners worldwide are often accustomed to taking mandatory English language classes within their national school systems, and assessing practices used within these educational systems are often positioned as gatekeepers for further educational progression. In Japan, for example, English is compulsory for all students, and is often the only foreign language taught in school. Success in English language tests in high school directly impacts learners’ access to higher education due to the fact that English tests make up a large component of junior high school, high school, and university entrance examinations. Upon entering university, undergraduate students take at least two years of English classes, even in unrelated majors. In China, English education is compulsory in primary schools from Grade 3, although many schools start earlier than this. Like Japan, it’s also compulsory in most Chinese colleges and universities for the first two years, and the College English Test is becoming an increasingly predominant measure of success in these programs, with some universities requiring it for graduation. South Korea also tests English in the national College Scholastic Ability Test (CSAT), which is necessary to enter South Korean universities. Neighboring countries in Asia are also starting to follow suit; in Vietnam, over 90 percent of children are engaged in English language study, and it is compulsory in most secondary schools, where all students must pass an English test in order to graduate. Similar situations can be found across Europe and Latin America. In Italy, for example, English language has been promoted in educational policy that encourages Content and Language Integrated Learning (CLIL), where students are taught subjects such as history, mathematics, sciences and sport through English. Thus English knowledge not only affects performance on language tests but also the teaching of other subjects of study.

I have always quite irrationally prided myself on my good health, for I have only occasionally had to take a day off work when I have had a cold.
     So I was quite offended by my doctor who, when we ran into each other in the street one day, took one look at me and told me that I was definitely overweight and that if I did not make an effort to lose some weight, I could expect to have a heart attack before very long. He added that, like many middle-aged men, I led a completely sedentary life: I sat behind my office desk during the day and relaxed in my armchair in the evening with my eyes firmly fixed on the television set.
      It was true that I had been getting fatter, but this had not worried me much, for I simply attributed it to the fact that I was getting older.
     My doctor advised me to go on a diet immediately, so I tried cutting down on fattening foods, such  as potatoes and butter, but without any visible signs of success, for my trouble is that I am very fond of my food and besides, my wife is an excellent cook. I then decided that it was all a question of exercise, and for this year’s holiday, I was determined to go somewhere which was conducive to taking exercise and not to our usual seaside resort, where one is tempted to simply go down to the beach and lie in the sun. The right to education is a fundamental human right. Since 1952, Article 2 of the first Protocol to the European Convention on Human Rights obliges all signatory parties to guarantee the right to education. At world level, the United Nations’ International Covenant on Economic, Social and Cultural Rights of 1966 guarantees this right under its Article 13. 

Educational systems are established to provide education and training, often for children and the young. A curriculum defines what students should know, understand and be able to do as the result of education. Primary (or elementary) education consists of the first years of formal, structured education. In most contemporary educational systems of the world, secondary education consists of the second years of formal education that occur during adolescence. The Christmas Anti-drink drive campaign is in full swing, but there will always be those who think they can get away with it. Beyond the points, the driving ban and the criminal record, how do those caught handle the shame? Another Christmas, another warning about getting behind the wheel while under the influence of alcohol.
The theme of the 2019 campaign is that a conviction can ruin a driver´s life. “That is could come between you and Christmas” is the slogan. The criminal record and driving ban are automatic and for those who rely on their cars that can be punishment enough. But what about the stigma and the shame?
Mary, a 27-year-old care co-ordinator from Torquay in Devon, found that being convicted even affected her relationship whit her mother. “She made me feel really, really bad. She didn’t want to see me and shut the door in my face and told me to go away. That was the worst feeling ever.”
Mary, which is not her real name, says the incident that changed her life came at the end of a “rubbish” day at work last year, close to the anniversary of her grandmother’s death. She began drinking a bottle of wine at home and then went into town to continue drinking, but on the way she hit a parked car, failed a breath test and spent a night in a police cell. “That was lonely and horrendous. You feel very bad about yourself,” she says.
Lessons
“It gives you time to things over and how you could have killed someone. You feel embarrassed because you don’t think you could even end up in a cell.”
She was given a £300 fine and a 16-month driving ban. The ban was reduced to a year because she signed up a course with the Devon Driving Course lrun by Devon County Council, which aims to educate drink-drivers about their crime.
The court meant she had to tell her parents the truth and endure her mother’s cold shoulder, having previously told her the accident had not been fault.
I don´t want people to make the same mistake as I did. People’s silence and looks on the faces says it all. It makes you never want to do anything so stupid again”.
She learnt many things from the £145 course but among them was the fact her shame, criminal record and costs could have been avoided had she paid £ 20 for a taxi.

     Democrats were pleased with their performance in Arizona, where The Associated Press awarded Biden the state's 11 electoral votes early Wednesday morning, while anxiety ran high about the results in Florida, where President Trump's strength with conservative Cuban American voters helped secure him that state's 29 electoral votes, according to AP. And while Texas was a long shot for Biden, Democrats had seen opportunity in the explosive growth in the state's Latino population.
     During a post-election virtual press conference on Wednesday, leaders from groups aimed at mobilizing Latino voters expressed frustration that the votes of Latinos were not more aggressively pursued, even as they cheered record levels of turnout among Latinos in some key states.
